how to delete rate types

I can't find out how to add or delete rate types. I currently have 17, and need to get rid of two of them, and create a new one. I've been right the way through the system (I am not what you might call an advanced user though....), but cannot identify how to do this. Anyone know or can help? Thanks, rio

You can delete only the final rates by changing their number. For example you can delete rate 16 and 17 by changing the number of rates from 17 to 15.
