Rates and Room types - motivation? in Rule 1

I am trying to find a way to ask the guest if they will be bringing a pet and then assign them to a room where pets are acceptable. Can the motivation field in rule 1 be tied to a response to a question on the booking form and then used to control room selection?

If not, what is motivation for? How do you use it?

Found another way. Extra cost of 00 with an ask and non-pet rates incompatible with this extra.
