1. How to create multiple user account.
2. How does the script recognized if the database is already installed or not, may be there is a config file such as "wp-config.php" on wordpress?
3. If i create 2009 on first installation, what if the year has been changed to 2010, does the script automatically create everything that i need for 2010. Or do i need to create second database and start a fresh new installation on that new database

"main menu" --> "configure and customize" --> "users management"

The database data is stored in dati/dati_connessione.php

2010 will be created in the same database. You should create it on Jan 1 2010, until then add periods also beyond 2009 from the form below the rates table.
