Rates and Room types - motivation? in Rule 1

I am trying to find a way to ask the guest if they will be bringing a pet and then assign them to a room where pets are acceptable. Can the motivation field in rule 1 be tied to a response to a question on the booking form and then used to control room selection?
If not, what is motivation for? How do you use it?
