My employer has around 15 permanent car parking spaces with about 30 company car drivers. The only fair way to allocate spaces is on a first come first serve basis and they have to ring in and book times and spaces, but this is taking up a lot of time for our internal staff

Could Php-Residence be modified to do this? Ideally, the user would have to log on and then book a space of their choice for a time of their need. This could be anything from 15 mins to all day. Once booked, only that user could change or cancel the booking

I'm sorry but php-residence can only manage rentals on a daily basis, that's the minimum period.

I know such a system, even if it wasn't created for car parking. It is a booking online system for "tennis courts", that allow you to book a tennis court for 1h, 1 and 1/2 h, or 30 minutes.
Instead of "tennis players and tennis court " you have the car drivers and parcking places:)
