I've reinstalled the latest version onto my remote server. It works fine on my webserver on my PC. But even with the right permissions set it comes up with the error...

You don't have permission to access /php-residence/creadb.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Any idea how to proceed. It worked fine last time I installed it...

There aren't any databases that conflict with it. I can't even get to the database creation screen.

It would seem that there's something wrong with the apache configuration, try asking your hosting provider. Anyway you don't have to reinstall everything to upgrade to a new version, you can read how to upgrade from a previous version in the README.
