After 2 days of pulling hair I've find it!
Running Php-Residence 1.22 localy on XPsp3, with EasyPHP5.30 or Mowes portable or Wamp 2.0i, I get same error.

Steps:
Fresh install, create new database, insert 3 apartments, insert 1 tarif, continue to insert Extra cost.
- type in name, press button;
- insert fixed value 10 or as you wish, press forward;
- Assign automatically, leave NO or as you wish, press forward;
- Multiply the cost by, leave as it is or as you wish, press forward;
- >> now it freezes for 30 or more seconds, processor goes 100%, and then
when next page appears, Periods in which it is allowed to insert the cost, it is incomplete without buttons back/forward so you can not finish definition of extra cost.

Using Wamp I've downloaded other versions of PHP and also Apache, MySQL, and described error happens only with PHP 5.30 and 5.31, works well on PHP 5.2.11

I think that this is a bug in php 5.3 (I've reported it but no answer so far), anyway there will be a workaround in the next version 1.3.

I'm having the same exact issue, I'm using PHP-residence 1.3.1. PHP version 5.3.2. MySQL version 5.1.41. Everything else works great! wonderful!
but I will need to get this part of it working to be a usable solution for me.....Thanks ahead of time for any help anyone can give...if you need any more info let me know!

well, I downgraded to php 5.2 that has taken care of the issue.....works great now!
